The answer so far

Some personal medicines may be brought into Japan under stated conditions, but import-confirmation and controlled-drug requirements are separate. Check the substance, formulation, amount, route and current Japanese authority guidance before travel; a prescription at home is not by itself permission to enter with every medicine.12

First check: ordinary personal medicines

Japan’s health ministry describes circumstances under which personal medicines up to a specified supply do not require an import-confirmation application, including a stated one-month amount for some prescription medicines. Its list and exceptions are product-specific. The source does not make every medicine legal and says that controlled drugs and prohibited drugs require separate attention. Check the current ministry page and its application guidance before making a plan.1

What import-confirmation quantities mean

The health ministry’s personal-use page lists up to one month’s supply for prescription medicines and up to two months for other drugs and quasi-drugs among amounts that do not require its import-confirmation application. Its one-month injectable entry is limited to prefilled syringes or self-injection kits. These are not blanket permissions: other rules, including controlled-substance and prohibited-ingredient rules, still apply. For larger amounts or a product outside the listed categories, check the ministry’s application guidance before leaving.

Where import confirmation is required for an eligible personal-use medicine, Japan’s health ministry provides an online application system for a Yunyu Kakunin-sho (import confirmation). The ministry says online applications are available for some procedures; check the current instructions and allow time for review before departure. This is a separate process from controlled-substance permission and does not make a prohibited ingredient permissible. The correct route depends on the exact product and traveller’s circumstances.14

An example: two different stimulant categories

Japan’s Narcotics Control Department says medicines containing amphetamine, including Adderall, cannot be imported by individual travellers even when prescribed. It lists lisdexamfetamine, including Vyvanse, under a different controlled category and says prior permission is required. These examples are not a complete list: check the active ingredient, exact product and current authority instructions before travel.2

Controlled substances need a separate check

Japan’s Narcotics Control Department distinguishes controlled-drug categories, procedures and required documents. Some products are prohibited even when prescribed abroad; others can require advance permission or a certificate depending on their legal category and quantity. Check the exact active ingredient and route with the department; do not infer status from a brand name or a general quantity limit.2

When a controlled-medicine permit is required

For prescribed narcotics and stimulant raw materials in the categories its procedure covers, Japan’s Narcotics Control Department says permission is required before entry or departure. Its application guidance asks for the relevant import and, where applicable, export forms, a medical certificate from the prescriber, and photographs or documents identifying the medicine. For an incoming traveller it directs applications to the office covering the arrival area and recommends applying at least 14 days before travel; holiday deadlines can differ, and applying does not guarantee approval. The guidance addresses bringing remaining medicine out of Japan separately. Check the live requirements and your exact category: psychotropics follow different documentation rules, and prohibited substances are not made permissible by a prescription. For these narcotic and stimulant-raw-material applications, the department says the prescriber’s certificate must include the traveller’s name and current address, the specific reason for the medicine, a medicine list with strengths and doses, and the prescriber’s signature. It says the certificate must be issued within three months. The requirements for psychotropics are described separately; check the live guidance for the applicable documents.2

Supplements, peptides and transit

A label describing a product as a supplement or research peptide does not establish its Japanese classification or permission to import it. The sources here do not provide a blanket clearance for these products. Check with the responsible Japanese authority and any transit jurisdiction before travel; do not assume that a security screening decision answers a customs question.13

Prepare a current answer

Retain original labels and identify the generic ingredient, form, amount and dates. Confirm whether the ministry import-confirmation process and the separate controlled-substance process apply. The linked ministry pages are the official starting point; this overview is not an individual permission or legal opinion.12

The source dates below show when each source was consulted; confirm current rules with the responsible authority before departure. Check whether each source applies to visitors or residents and to entry, exit or transit. For the other parts of the trip see airport security, crossing borders and the travel hub.
