The answer so far
For Spain, separate entry, departure and transit before checking AEMPS guidance; controlled-medicine requirements depend on the substance and journey.
Spain’s medicines agency AEMPS publishes distinct guidance for travel into Spain, departure from Spain and transit with controlled medicines. Requirements depend on the substance and circumstances; consult AEMPS’s current guidance and confirm the procedure for the exact journey.12

Personal medicine and controlled substances
AEMPS says travellers may carry personal medication while maintaining any special storage conditions and recommends carrying a prescription or medical report. Its controlled-medicine FAQ discusses certificates or permits in specified circumstances. Ordinary personal medication, controlled substances and unapproved peptide products must not be assumed to have identical requirements.1
Entry, departure and transit
The AEMPS FAQ updated 28 August 2026 gives different information for incoming and outgoing controlled medicines and says a traveller only making a stopover in Spain does not require an AEMPS permit under the situation it describes. It also directs travellers to the relevant origin and destination authorities. The exact itinerary, substance and authority guidance remain important. For travellers leaving Spain with the narcotic or psychotropic medicines covered by the FAQ, AEMPS describes a maximum quantity for 30 days of treatment, with longer periods only in the exceptions it lists: certain psychotropic anticonvulsants or where destination law permits more. For travel into Spain, it describes a maximum of three months of treatment, or 15 days for medicines containing cannabis or its derivatives. These are the agency’s stated quantity limits, not proof that a particular substance is permitted or that a certificate is unnecessary. Check the exact product, current permission requirements and the other countries on the route.1
Resolve the permit requirement
The 2026 FAQ refers to a permit above specified substance amounts, while a 2025 AEMPS circular describes permit requirements in broader wording. This edition has not resolved how those texts interact for each medicine and trip. Do not treat the omission of a permit in a general summary as permission: check the current AEMPS procedure for the particular substance and journey, allowing time before departure.12
If you need to apply for a permit
The AEMPS FAQ says applications for a controlled-medicine certificate or permit must be made at least ten days in advance with the required documents in PDF. For travel into Spain it lists a signed application, current signed and stamped medical certificate, current signed prescription, passport copy and travel tickets; the listed documents differ for travel out of Spain. It says the certificate or permit is valid for three months from issue and should not be requested earlier than that. Check the complete current FAQ and confirm whether a permit applies to your substance and itinerary. These application details do not resolve the threshold question described above.
For travel into Spain, AEMPS links a Spanish-and-English application form asking for the traveller, prescriber, itinerary and exact medicine, including active substance and total quantity. Its FAQ directs applications and the required PDF documents to estupefacientes_viajeros@aemps.es. The form is for the procedure described by AEMPS, not a guarantee of approval or permission in another country. Check the linked FAQ for the current form and requirements before sharing sensitive documents.14
Supplements and peptide stacks
A seller-defined stack is not automatically covered by a rule for personal prescription medicine or a dietary supplement. The sources here do not establish blanket permission for GLOW, KLOW or other unapproved products. Check the responsible Spanish authority, transport rules and any transit or destination requirements.13
